Pre-Construction Services Agreement (PCSA)

A Pre-Construction Services Agreement is a fixed-fee pre-contract under which a contractor performs defined pre-construction services before the main construction contract is signed. It is the Stage 1 instrument in a two-stage tender. The main construction contract follows as Stage 2 once the PCSA scope is complete. Typical deliverables are a detailed cost plan, a programme, a buildability review, a risk register, trade engagement, and pre-contract documentation. Standardised forms exist; JCT publishes a PCSA standard form. The function of the agreement is to do the work of pricing the project (including resolving as many provisional sums as possible) before the client commits, closing the gap between the quote and the actual cost. Myrmex runs a six-zone PCSA: Scope, Technical, Governance, Financial, Programme, and Actions. Duration is four weeks. The fee is 2.5-3% of project value.
